Rule IX.A.1.g. (Submitted by Public Relations Director) Add the text in italics to this existing rule dealing with lifts:
Lifts and Dangerous Moves
Lifts are allowed in the Theatrical, Showdance, Grand Championship and Exhibition/Cabaret dance categories only. A lift is any movement during which one of the dancers has both feet off the floor at the same time with the assistance or support of their partner. Couples who perform lifts in categories where lifts are not allowed may be disqualified after one warning, or may be dropped to last place in the final, at the discretion of the Chairman of Judges.
Dangerous movements will not be permitted in any competition or championship. A Dangerous move is any movement that places another individual at risk. For the purpose of this rule such steps as High Back Kicks are considered to be dangerous movements.
Implementation of Disqualification under the "D" Rule –
a) Adjudicators observing any infringement of the Lifts and Dangerous Moves rule should note the couple's number and mark "D" at the foot of the marking sheet. The reason for the infringement should also be noted (time permitting).
b) The adjudicator must inform the Chairman of Judges of a "D" marking.
c) The Chairman of Judges must inform the competitors concerned of the infringements and also all the adjudicators before the next round.
d) If this or any other infringement is repeated in a subsequent round and is reported by more than one adjudicator, the marks of the competitor in that dance in that round must be deleted by the Chairman of Judges.
e) Adjudicators observing any infringement in the final round must place those competitors in that dance and mark "D" against the competitor's number. If more than one adjudicator marks "D" against any competitors then those competitors must be placed last in that dance by the Chairman of Judges.
f) All such disqualifications must be noted on the scrutineers' marking sheet.
g) If a competitor repeatedly ignores the request of the Chairman of Judges to comply with any aspect of these rules, the Chairman may, at his/her discretion, disqualify the competitor/s from the event in question.

Should the following letter be sent to the NDCA requesting a moratorium on the recent changes to the Dangerous Moves and Lifts Rule?

Dear Mayo and Kate, Sam, Glennis and Ron.
Whilst fully appreciating the good intentions behind the Rule Change #3 - Rule IX.A.1.g. Lifts and Dangerous Moves, passed at the last NDCA meeting, the wording of the rule is causing confusion amongst Judges, Choreographers and Competitors. Specifically in the lack of distinction between an assisted lift (illegal) versus connected jumps/leaps (legal?) and what exactly constitutes a Dangerous Move. There is also some concern at the prospect of having the rule enforced by judges (only two judges in agreement is enough to disqualify a couple) whose primary task is to evaluate the dancing.
We therefore respectfully request that the NDCA place a moratorium on application of the rule until the NDCA January meeting.
The purpose of the moratorium would be to create a breathing space within which to allow greater discussion and input from a wider array of choreographers, competitors and judges.
If any amendments or revisions arise from such discussions that are deemed desirable, they could be formulated into a proposed rule change rule to be voted on at the January NDCA meeting.
In the meantime the Chairman of judges has the authority to address any unseemly behavior on the competition floor as he or she might deem necessary.

Comments:It took a little time to read the whole discussion on lifts and dangerous moves. As good and as important this idea is, to keep the clarity of the genre, it also could bring a lot of conflicts and problems to the judging system.
a) some adjudicators may interpret "dangerous moves" very subjectively in order to hurt certain competitors. In my opinion it already happened during The Manhattan Championships, where people were trying to use that proposed rule and in my opinion it was used unfairly and only against a few couples.
In the current description of this rule now we do not have a clear explanation on what a "dangerous move" is.
Let me quote: "A lift is any movement during which one of the dancers has both feet off the floor at the same time, with the assistance or support of their partner." How about "jette" which could fall under the above description? "Jette" from french means "throw" (jumping from foot to foot), and it could be done with or without the assistance and support of the partner. It is very easy for some people to interpret it as a lift.
b) "A dangerous move is any move that places another individual at risk" - a few weeks ago Delyan Terziev ended his practice with his pro am partner in the Emergency Room, with a broken nose. And she only performed an underarm turn. So there we are...
c) An example of a dangerous move is "High Back kick" - I agree with that, but many people can interpret any arabesque as a back kick and use it against certain couples. Arabesque today is one of the most popular elements.
How about a forward kick, above the partner, it puts in risk not only other individuals, but also ones own partner?....
d) In the current proposed rule change judges are given too much power. Finding these dangerous moves and informing the chairman is not the judges' job. Their job is to judge the quality of dancing.
In my opinion we should have well trained and educated independent invigilators, who can interpret this rule fairly. But mainly we will need a group of professionals, who will have a meeting to find and define precisely what lifts and dangerous moves are.
Until then we cannot use this rule at any competition, because we are just not ready to do so.
I feel that the problem is not the competitors, but the judges who can use it in their own interest.
Using Proposed Rule Change #3 as it is now would bring more damage to our industry then improvement .
Both adjudicators and dancers should be well prepared before we are ready to implement the idea beneficially.
